Mid Atlantic Handgun Training, Inc. is offering the required 4 hour training course for the MD HQL on a regular basis both as scheduled classes and for individuals and small groups by appointment. This course will consist of the following topics:


State Firearm Law

  • Overview of laws
  • Discussion regarding regulated firearms
  • How to purchase
  • How to transfer
  • Where permitted to carry
  • Where permitted to transport
  • Where it is necessary to possess a permit
  • Who is prohibited from possessing

Home Firearm Safety

  • Overview of firearm safety in the home
  • Discussion on access to minors
  • Locking & storing
  • Proper use of safety devices

Handgun Mechanism & Operation

  • Overview of proper operation
  • Overview of safe handling
  • Cleaning & maintenance
  • Loading & unloading
  • Differences between revolvers & automatics

The course will also consist of a live fire component in which you will demonstrate your ability to fire a pistol under the supervision of an instructor. The rental of a semi automatic .22 caliber pistol and ammunition is included in the course fee.

Under the Firearms Safety Act 2013 also known as SB281, all new handgun purchasers must apply for and receive a Handgun Qualification License (HQL) before purchase. This HQL must be presented to the FFL or gun shop.

There are certain individuals who are exempt from the handgun qualification license:

  1. A Licensed Firearms Manufacturer.
  2. Active law enforcement officer or a person retired in good standing from a law enforcement agency of the United States, the State, or a local law enforcement agency of the State.
  3. A member or retired member of the armed forces of the United States or National Guard.
  4. A person purchasing, renting or receiving an antique, curio or relic as defined in federal law or in determinations published by the Bureau of Alcohol, Tobacco, Firearms and Explosives.

The above listed individuals must provide acceptable documentation or valid credentials to a Regulated Firearms Dealer prior to purchasing or transferring a regulated firearm. All other Maryland residents are required to possess and present a valid Handgun Qualification License prior to the purchase or transfer of a regulated firearm.

Persons required to have a Handgun Qualification License, but who are exempt from the training component:

  • Have completed a Maryland State Police (MSP) approved certified firearms safety course.
  • Have completed a course of instruction and been issued a certificate of competency in firearms and hunter safety from the Maryland Department of Natural Resources.
  • Is currently a qualified handgun instructor.
  • Is an honorably discharged member of the armed forces of the United States or National Guard.
  • Is an employee of an armored car company who has a valid Wear and Carry Permit issued by MSP.
  • Lawfully owns a regulated firearm. If you own a regulated firearm prior to October 1, 2013, you are not required to complete the training and may apply for the Handgun Qualification License.
